Zhang Chunqiao’s Views on the Current Situation in Shanghai

Zhang Chunqiao
January 1 1967

1. Central Issue: The focus should be on revolution, promoting production, and opposing economism.

2. The rebel factions need to better unite the masses and establish a new labor order. Some organizations have opportunistic tendencies, such as forming factions in 1957, creating levels in 1958, and cooks forming factions, etc. This can disperse the class ranks, so it’s suggested to organize class ranks within the industrial and transportation systems.

3. The movement of going to the countryside is the general direction and should be vigorously promoted.

4. There should be more promotion of fighting against economism. The central government’s five points opposing economism should be publicized item by item. The focus should be on “grasping revolution and promoting production.” This will help stay in an invincible position. Large-scale conferences with over a thousand people can be held to introduce new advanced deeds. 5. The situation in Shanghai: external contradictions have turned into internal contradictions, and the rebels are now engaged in a civil war. The rebel factions need to conduct a rectification movement, practice hard work and frugality, stay close to the masses, and avoid arrogance. Some organizations can establish regulations.

6. There have been too many street battles, with too broad a range of targets.

7. Mass work must be done. After taking control, the main issue will be production. Local relations in Shanghai will impact the overall situation.

8. Rebel factions need to pay attention to unity. Under the general direction of consensus, they should seek common ground while allowing for differences in minor details. They should study the document “On the Correct Handling of Contradictions Among the People.”

9. In the struggle to criticize the bourgeois reactionary line, middle school students in Beijing are far behind university students in terms of participation. It is the same in Shanghai, where the rebel forces in some middle schools are very weak.

(This speech was given around late January.)

(Note: Recently, many street struggles occurred in Shanghai, with those in power, conservatives, and others being dragged to the streets, and some have even involved people kneeling. This itself is feudal in nature.)
