The state of the whole people, also known as the all-people's state, was a revisionist theory developed by Nikita Khrushchev and other Soviet revisionists. The theory fundamentally contradicted the Marxist–Leninist concept of the dictatorship of the proletariat and was introduced to provide a theoretical justification for the proletarian dictatorship's replacement with the dictatorship of the new bourgeoisie in the Soviet Union and aligned countries.
